Garrett Reviews Tax Restructuring Debate at University of Chicago’s 49th Annual Federal Tax Conference

Elizabeth Garrett, Assistant Professor at the University of Chicago Law School, will discuss “Prospects for Fundamental Tax Restructuring” at the University of Chicago Law School’s 49th Annual Federal Tax Conference Oct. 28-30 at the Swissotel, 323 E. Wacker Drive in Chicago.

Themes for this year’s conference include “Taxation Meets the Internet," “Executive Compensation,” “Reorganizations and Similar Transactions," “Corporate Debt and Equity” and “Recent Developments and Policy Issues in the International Arena.”

Garrett, former budget counsel and legislative director for U.S. Sen. David L. Boren, is an expert in federal income taxation, alternative tax systems and the federal budget process. Garrett clerked for the Hon. Stephen Williams, U.S. Court of Appeals for the District of Columbia Circuit, before serving as a clerk to the late U.S. Supreme Court Justice Thurgood Marshall. The following year, she worked as legal adviser for the Hon. Howard M. Holtzmann, an arbitrator at the Iran-United States Claims Tribunal, The Hague, Netherlands.

Garrett served as legal counsel and legislative assistant for tax, budget and welfare-reform issues for Boren from 1991 to 93. In 1993, she became Boren’s legislative director and budget counsel. She has been at the University of Chicago since 1995.

Other participants in this year’s tax conference include Bruce A. Cohen, attorney adviser, and Daniel M. Berman, deputy international tax counsel, both in the Office of International Tax Counsel of the U.S. Department of the Treasury; and a host of tax lawyers and accounting executives from the nation’s most prestigious law, accounting and investment firms.

The tax conference was founded in 1947 by the late Walter Blum, the Edward H. Levi Distinguished Service Professor Emeritus in the Law School. Blum, who died in 1994, was a renowned authority in the areas of taxation, insurance, bankruptcy and corporate reorganization.
